Phineas Newborn Jr.は1931年12月14日にTennessee州Whitevilleに生まれた。父Phineas Newborn Sr.はブルースミュージシャンであり、弟Calvin Newbornはジャズギタリストである。
Phineas Newborn Jr.はピアノとともにトランペット、テナーおよびバリトンサックスを学んでいた。
父と弟、ベーシストTuff GreenのR&Bバンドでドラムとして活動を始め、そののちLionel Hampton、Charles Mingusらとの活動へ移ることとなる。そのグループではWillie MitchellやBen BranchといったHi Recordsのスターたちも在籍した（Hi Recordsは1957年操業のSoul、Rockabillyを主としたレーベルである）。West Memphisでそのバンドを1949年より1951年までハウスバンドとし、1950年にはSun RecordsにB. B. Kingのバンドとしてのレコーディングを行った。1951年になるとJackie Brenstonとの"Rocket 88"の録音で"Delta Cats"としてツアーを行うためWest Memphisを離れた（Rocket 88はロックンロールとしての最初のレコーディングであると言われており、Chess Recordsとしては初めてのbillbord 1位のレコードとなった）。
Phineas Newbornの最も初期の録音はSun Recordsであり、ブルースハーモニカ奏者のBig Water Hortonと共演している他、Roy Haynesのトリオでの録音であるWe Three、リーダー作であるPhineas Rainbowなどがある。1953年にはSP盤で弟のCalvin Newbornと共にPeacock社よりレコードを出している。
1956年よりNew Yorkで活動を開始し、同年に初めてのリーダーアルバムを録音した。当時のバンドにはOscar Pettiford、Kenny Clark、George Joyner、Philly Joe Jonesらが加わっていた。1958年にはStockholm、翌年にはRomeでの演奏を行っている（Stockholmでの演奏は録音されており、 "Stockholm Jam Session"という名前で後に発表された）。引き続き1960年頃になると数作のピアノトリオアルバム("A World of Piano" "The Great Jazz Piano of Phineas Newborn" "Piano Portrait" "I Love a Piano"など)を録音した。この時期テレビ出演もしており、その映像が残っている("Jazz Scene USA")。サイドメンとしても数作に参加した(Howard MacGhee "Maggie's Back in Town"など)。しかしながら、これらの作品におけるPhineas Newbornの演奏スタイルには批評が集まるところとなり、結果としてPhineas Newbornは精神を病み、Camarillo州精神病院に入院した。
後年のPhineasは健康上の問題のため断続的なものであり、目立たず過小評価されることとなった。一時的に1970年代、1980年代に復帰したものの、経済的には利を成すものとはならなかった。
1977年にMontreux Jazz Festivalに出演しており、Ray Brown、Dannie Richmondと共演、その際の映像が残っている。
晩年は肺を患い、悪化のため1989年5月26日にTennessee州Memphisで亡くなった。Memphis national cemeteryに貧困者として葬られたという。ジャズ歴史家であるNat Hentoffによると、Phineas Newbornの窮状は1989年にJazz Foundation of Americaの知るところとなり、医療費やその他の金銭的援助を以ってリタイアした偉大なるジャズ奏者達を経済的に支援するグループが発足したという。
Leonard Featherは「全盛期には、彼は間違いなく同時期に3本の指に入るジャズピアニストの一人だった」と語ったという。
Oscar Petersonは「Art Tatumが私に『私の次は君だ』と言ったように、今度は私がPhineasに同じことを言いたい」と話したという。しかしながらPnineas NewbornはOscar Petersonよりも先に亡くなり、その後Oscar Petersonが1993年にカナダのピアニスト最大の名誉であるGren Gould賞を受賞した際、しきたりとして次のピアニストを指名することになっているのだが、奇しくもPhineas Newbornのスタイルを踏襲していることで知られるBenny Greenを指名することとなった。

2015.8.21 Phnieas Newborn Jr.が亡くなる6週間前にOverton Park Shellで公演を行っており、映像が残っている。この際はLush Lifeを演奏した。
2010.5 かつて、ジャズディスコグラフィープロジェクト(http://ja.jazzdisco.org/)に1958年にRay Charlesの"At Newport"というアルバムでピアノを弾いているという記載があったものの、現在では消去されており、問い合わせ中である。
