Earl Rudolph "Bud" Powellは1924年9月27日に生まれた。祖父はフラメンコギタリストであり、父はストライド・ピアニストであった。家族はNew Yorkに住み、Bud Powellは幼少のころからクラシックピアノを学んだ。8歳の時にジャズに興味を持つようになり、Art Tatum、Fats Wallerらを参考にしてジャズを演奏するようになった。兄のWilliamはトランペットを演奏し、Bud Powellは15歳の時まで兄のバンドで演奏していた。弟のRichard、学友のElmo Hopeはいずれもピアニストであり、のちに共に名を馳せることとなった。Thelonious Monkは初期に良き教師・指導者として、後にはBud Powellの生涯に渡ってのの親友として関わり合うこととなった。Thelonious Monkは"In Walked Bud"という楽曲をBud Powellに捧げている。
1940年代初期にBud Powellはいくつものバンドで活動しており、その中にCootie Williamsのバンドもあった。1944年にはこのバンドで初レコーディングを果たしており、Thelonious Monkの'Round Midnightもレコーディングしている。Thelonious MonkはBud PowellをMinton's Playhouseにゆかりのあるミュージシャンの面々に紹介し、そういった関係からFrank Socolow、Dexter Gordon。J. J. Johnson、Sonny Stitt、Fats Navarro、Kenny Clarkeとのレコーディングの機会を得ることとなった。
Bud Powellはすぐにその高速で正確に弾く技法とビバップ・インスピレーション、楽曲の解釈に秀でていることで有名になり（特にCherokeeなどの録 音おいて評価される）、Charlie Parkerの演奏の模倣と彼に対するライバル意識はあっという間に知られることとなった。また、一方で非常に前衛的なハーモニーを模索していることも知 られていた。高速での演奏の中で大胆なパッセージを実に荒削りに弾きこなす様子は後進のピアニストたちに非常に大きな影響を与え、後に真似び演奏されるこ ととなった。左手を簡略化した伴奏（コンプ compingと言われる）にこだわったことも特徴であり、ルート音と5度、10度といった単純な和音が多く聴かれる。この点に関してArt Tatumは疑問視したが（Art TatumがBud Powellに対し「私は左手にオーケストラを持っているが、君の左手は死んでいる」と話したという逸話がある）、これに対しBud Powellは左手だけでソロを取って応じたという。こういったBud Powellの演奏スタイルは小単位でのアンサンブルが基本となり、スイング後のビ・バップ期の主流となった。
Bud Powellの初リーダー録音は1947年、DeluxeレーベルにおけるCurley Russell、Max Roachとのトリオであったが、結局リリースされたのは2年後にRoostレーベルからであった。同年5月にはCharlie Parker、Miles Davis、Tommy Potter、Max Roachとの録音を行っている。
1947年11月、Bud PowellはCreedmoor Psychiatric Centerに入院した。1年以上にわたる治療を受け、電気ショック療法を行い、深刻な記憶喪失にも悩まされた。退院後は当時若手であったJackie McLean、Sonny Stittらと親交を持ち、この関係でBud PowellはJackie McLeanをMiles Davisに紹介した。この時期以降、Bud Powellは精神疾患を患い続けることとなり、原因は定かでないが、1945年、20歳の時にに警察に暴行を受けたことがきっかけになった可能性がある（Bud Powellの奇行はよく知られていたが、これ以降さらにひどくなった）。また、アルコール依存の状態であり、少量の酒でも人が変わったように攻撃的になったという。素晴らしい音楽を生み出すという点では本質的といえるかもしれないがCharlie Parkerとの確執は続いており、バンド内は崩壊しており、これがメンタルをさらに悪化させた。生涯の1/3以上を精神病院で過ごしたBud Powellは、最も偉大で最も過小評価された存在であった。
Blue Noteレーベルへの最初の録音は1949年であり、 Fats Navarro、Sonny Rollins、Tommy Potter、Roy Haynesといった面々で、Bouncing with Bud、Dance of Infidelsでよく知られている。2回目は1951年であり、Curley Russell、Max Roachとのトリオであった。Norman Granzの録音ではすべてソロもしくはトリオであり、Curley Russell、Max Roach、Buddy Rich、Ray Brown、Percy Heath、George Duvivier、Art Taylor、Lloyd Trotman、Osie Johnson、Art Blakey、Kenny Clarkeといった様々なベーシスト、ドラマーが起用された。
1951年から1953年までは長期にわたる精神病院入院に阻まれつつも、その間にBlue Note、Norman Granzと合わせて50にも及ぶ録音を行った。退院後はBirdlandのオーナーであるOscar Goodsteinの庇護を受けることとなり、1953年のBlue Note録音に聞かれる楽曲Glass EnclosureはGoodsteinのアパート監禁状態からインスピレーションを受けたという。退院後は統合失調症に対するLargactil（塩酸 クロルプロマジン）による作用がひどく、1950年代後半は全くの暗黒時代となった。また、1956年には弟のRichardが自動車事故により Clifford Brownとともに亡くなるという事件も起きた。この時期にBlue Noteには3枚のアルバムを残しているが、楽曲には作曲家としての才能が際立つものの、演奏そのものは初期に聴かれたような演奏とは全く異なるもので あった。
さらに数回の入退院を繰り返したのち、幼馴染であるAltevia "Buttercup" Edwardsとともに1959年にParisに移住した。ParisではPierre Michelot、Kenny Clarkeとともにトリオを組んで活動した。ButtercupはBud Powellの金銭管理と薬剤服用を管理したが、Bud Powellは演奏・録音活動を継続した。1960年のライブ録音は特に秀でていることで有名である。
1961年12月、Colombia Recordsに2枚の録音を残し、"A Portrait of Thelonious"、"A Tribute to Cannonball"という名前で、1枚はBud Powellの死後直後、もう1枚は1970年代リリースされた。
1963年にBlue Noteに戻り、Dexter Gordonの"Our Man in Parisの録音に参加した。
1963年に結核を患い、翌年にはNew Yorkへ戻りBirdlandに雇われることとなった。
1965年にはたった2回のコンサートしか行っておらず、うち1回はCarnegie Hallにおけるひどい演奏で、もう1回は5月1日に別の奏者との興業であったが、中にはAlbert Aylerもいた。その他のことは公式にはほとんど記録がない。
奇行は一層ひどくなり、自暴自棄になったのち、New Yorkで入院することとなった。結核、栄養失調、アルコール依存症がもとで1966年7月31日に亡くなった。Harlemでの葬儀には数千人もの人が出席した。
